EASTSOUND SEWER COLLECTION SYSTEM

The District owns and operates a“Septic Tank Effluent Pump” (STEP) system which means that every building connected to the sewer system has its own septic tank and pump system.  To learn more about how your on-site septic system works and the maintenance and operation of that system, please review “How your On-Site Septic System Works”   (pdf download) 

For commercial and restaurant users, the District has adopted policy for “Best Practices” in order to inform users and help eliminate disallowed substances and reduce the amount of “Fats, Oils and Grease” (FOGs) from entering the septic tank.   Please review the District’s “Best Practices”  (pdf download)  For more complete information on how your sewer system operates please review the “Use of the System” section of the District’s Policy  (pdf download)

MAKING APPLICATION FOR NEW CONNECTION TO THE SEWER SYSTEM

The following are forms you will need to make application for connection to the sewer system.  You can download and print the forms, fill them out, sign and return them to the District office or you can visit the District office where staff can provide the forms and help you fill in the information.   Please note that you will need to have your signature notarized on the Septic Tank Facility Easement form.  District staff can help you with this as well.

MAKING APPLICATION FOR INSTALLMENT PAYMENTS OR DEFERRAL OF CONNECTION CHARGES AND RELATED FEES

All property owners with existing structures who are required to connect to the sewer system may pay connection charges and related fees over time by taking advantage of the District's Lien Note Policy.  Installment payments may be made monthly or semi-annually and for either five or ten years.  All property owners with existing homes who qualify as Low-Income by meeting the criteria of 80% of the median income for San Juan County, may defer payment of connection charges and related fees for up to fifteen years renewable every five years.    The following are the downloadable Application for Low-Income Deferral of Connection Charges, Application for Low-Income monthly rate and the Lien Note Document.

REQUESTS FOR PUBLIC RECORDS   Requests for District Records may be made by submitting a "Request for Public Records Form" (pdf download) by either mailing the form or delivering it in person to the District office during regular business hours
